Tell him to throttle his bandwidth or start paying for more of the connection/an upgrade to the connection. Being a jackass is a real world problem, not a technical one, so you'll have to treat the real world one or it'll just crop up again in a different way.

Well, if that switch has QoS you can set it to prioritize your PC's MAC address over everything else, or if your playing a specific game, have that game port be prioritized. If not, your just going to have to lay down the law.
