I quit about two years ago, started with cigarettes, and right before I stopped I switched to cigars.
Since then, I have tossed my lighter.
Can you light a cigar with the car thing?
How much does the cheap box of (non-flavored) cigars cost?
If I buy the cheap one, will I end up smoking 95% paper with 5% tobacco?

Yes, car lighter works for just about anything.
I'm not sure about the costs in your area or what size cigar but it's pretty safe to say there'll be an adequate amount of tobacco relative the amount of paper.

just buy some cigarillos. They often have a 2 for 1 deal where I live.
I usually just get Marlboro 27's though. Its only like 4.50 after tax. On days I'm short on cash, I get a pack of Basics, which is like a dollar less.

All depends on how often you have a Cigar, and how good you want them to be.
I'll have one about once every few months, so I pay a little more and get the ~6-12 buck ones, however you can get them for 65cents... I would not recommend anything under $1.50-$3 in all honesty, though.
I would assume you could use your car lighter on them, that is if you get the smaller ones. I have never tried before, but should work.
Cigars are rolled Tobacco leaves, I've never heard of paper being used in them but I could not say either way.
