There two type of decal. and scratch decal (that Bandai always provide in MG kits) and water based decal (decal apply with water).
for water based decal, first you must cut part of decal that you want to use one by one.
second, wet with water until it slide off and put the decal on the surface you want to stick. and use cottonbud to dry the excess water. then, leave it until it dry completely. (you can see how to apply it at the back side of gundam decall sheet like
this)
Or using revell -
decal soft or gunze -
mr. mark softer and
mr. mark setter will help apply decal easier. because i 've tried revel - decal soft
