There's no meaning of desu, Desu is desu.
It's the same like degozaru i'd say

It does have some meaning, actually, it just doesn't have an English equivalent. They spam it because Suiseiseki in Rozen Maiden ends almost all of her sentences with it. Used like that, it is there to add a sort of cutesy tone to the character. Although it is commonly translated as an emphatic way of talking, because she fully pronounces it, and in common speech it is commonly shortened to "des" or "da" or dropped altogether. It is only fully pronounced in more formal and, as I mentioned, emphatic speech. But it's just, basically, a linking verb.
I hope that satisfactorily explains it. They way they use it is stupid and annoying. The are not cute people, and it is not necessary that every sentence they type be emphasized. It's pretty much just offensive to the culture and language it comes from.

Oh well, the gist is that it's overuse is pointless and completely inappropriate from a linguistic point of view.
