Surprisingly, urine is actually sanitary. While it may be gross, it isn't really dirty. But yes, peeing in pools is bad unless you own it and no one else uses it, then whatever floats your boat I guess.
That's not the whole picture. While urine may be sanitary, it's pretty good for growing bacteria. This explains why public toilets smell; it's the waste products (chiefly ammonia) produced by the bacteria metabolizing the contents of the urine that you smell.
Plus, while urine that leaves the kidneys may indeed be sanitary, it does pick up bacteria right after it leaves your urinary tract (ie. the surroundings, your skin, etc.), meaning it's still contaminated in the end.
