My pick would have to be Stellar (Stella) Lousier from Gundam Seed Destiny. She is a very sad girl who never had a chance to live a normal life. She was forced to be a super soldier from birth. It's sad she did not find happyness and peace in her life until the end. Oh yeah and Stellar is hot.

Dammit, where do you find that flash of Excellen Browning? I must find it!
Now, back on topic, it's really hard to choose, but I'd say Noin if you go strictly by piloting abilities. I mean, she's only in a white Taurus and she does as well as Zachs in his Tallgeese III. If you go by looks, I'll take everyone in Victory Gundam's Shrike Team. Terrible pilots, considering one dies in almost every episode they fight, but they still are awesome. If you make it single pilot...then...er...I'll take Rain I guess.
If it's outside of Gundam, then Kallen hands down. Maybe it's because she's like an awesome female version of Domon Kasshu. I mean...both in looks and in special attacks.
