A bit of both really, visit it a few times and maybe live there for a while, i'd like to live in many different countries, even though it's not very plausible or practical.
I'd totally love to live in Japan. But I need a lasting reason to permanently reside there, such as a well-paying job or I'm marrying a Japanese lady. Wanting can only take you a short distance - necessity can take you further. But the other requirements - money, language mastery, culture assimilation - will come eventually and one can gain them with effort.
Until a very satisfying reason comes to mind, I'd rather take long visits in Japan.
Id rather visit because I dont know the language and I dont have a burning ambition to learn the language either so visiting would be better for all concerned.
Also to live there would just make me feel all nostalgic about the place I live. (I know I talk down about it sometimes but theres no place like home)
I think id get bored of Japan (Or anywhere else for that matter) quickly if I lived there.
Japans a magical place and all I want is a taste!! :P
Visiting is fine by me. I'm happy livin' in the ole' US of A. But who knows, may end up extending the visit if I found a particular spot I liked a lot, but I'd still come back to this country often.
