I do agree and I'm not trying to flamebait, but maybe we should ban all videos of fire in case some pyromaniacs can't control themselves and end up going out and burning down a house.
Honestly the public is overly panicked about pedophiles. I think
part of the reason they may have implemented this law is to keep the basket case parents from complaining. (I mean the kind that doesn't let their kid go outside, makes them go to the doctor when they have the sniffles, etc. Overprotective, and freaking out about every small possibility.)If the government is getting some criticism for not doing enough to control pedophilia and child abuse, in response they may take more extreme measures. Compensation.
Not to say that pedophilia isn't an issue, and you can just shrug it off. Just that there's too much hype about it, and the risk of having your child molested by a priest/teacher/stranger with a candy van is much lower than most people would think.
Also, it's hard to understand lolita if you're not a part of it. If you don't enjoy it yourself, you may not agree that the porn you watch =/= what you do IRL. And imagine you're a lawmaker and you do indulge in lolita hentai. Would you be able to stand up and say, "Hey guys. I watch this shit. It's not how you think it is"?
