It doesn't necessarily advance it but it does provide a necessity for advancing technology and medicine.

War has changed...It is no longer a battle of ideals but proxy battles fought by PMC.
War has changed...They use ID tagged gear with ID tagged weaponary. They no longer have to hone their skills on the battlefield due to the nanomachines in their bodies. They are told what feel, what say, and what to do.

War was never used a term to advance such things.
I think you got it mixed, MEDICINE and TECHNOLOGY made war more efficient.

War has never advanced technology involving medicine it has only advanced the production of new weapons for example WWI and WWII.

A lot of methods of treating trauma today got their start from wars. Ambulances, for example, were invented in order to make treating wounded soldiers more easily. Florence Nightingale, one of the founders of nursing, honed her methods in war.
Shit like RADAR was primarily a military endeavor, to detect enemy planes. So is the internet.
This doesn't make war a _good_ thing, though.
The thing with technology, is this:
"Necessity is the mother of invention."
And war creates a lot of necessity.

Technically yes, one of the forces has to win and each opposing force will make every attempt to be better so this encourages advancements in technology. :)

Living creatures evolve when there's a need. War is pretty much that. If you don't want to die then you better have your R and D into overdrive or you will find hostile tanks in your garage the next day trampling your Ferrari into a shiny metallic pancake.
As it propels technology forward, it doesn't mean that it's the only way for technology to advance. Remember that human beings are curious creatures. Unless everyone decides to sit and get fat then little by little technology is sure to pick up with or without war.
My example would be Japan. After losing their military they continued to advance instead of halt. In fact they're one of the leading countries in technology because they have their budget properly allocated on Research and Development. I compare them to Americans (no offense) who keep dumping their funds on weapons of war. While their variety of weapons are impressive, they don't fair very well in innovation compared to the first example.

From what others said below, radar was created from WW2. So it helped create new technology to make it more efficient like you said.
