Me, I wouldn't mind a world without rules and laws. But something tells me a world without rules/laws increases the chances of you dying earlier on in life. So I support rules.
In short, with enforced rules and laws, you have order.
Without enforced rules/laws there isn't much order.
It's just like Fakku's community. The more rules are followed and such, the better the community is. However, when they're broken and not enforced... things go bad.
Though regardless if I like it or not, you are correct but the more order you will lead to an anarchy government, sometimes anarchy governments abuse their powers for their own personal needs. Then before you know it it there are terrorist groups, Rebellions and such.
Now without order, there will be a lot more crime and chances of you dying in an early age. So the question is when is it enough?

But well...even that is quite ambiguous...really, i don't think people will ever reach an agreement over this positive/negative freedom issue.
That's pretty vague, so i am going to say that everyone will become "Yes-mans" since no one will be able to share their opinion with others because they might harm someone both mentally and physical. Which it will lead to a point where everyone will be arrested due to the fact that they broke the rule.
