Taken from a medical perspective, it is possible that what she has is something of schizophrenia or some other psychological condition. I wouldn't really know, but in a sense, you could also call it a type of "aphasia" that would have to do with an abnormality in certain senses of hers -- causing her to think she has an ESP -- or otherwise perhaps a physical condition that is affecting her psychologically (but all of this is made up on the spot of just random speculation).
From a psychology perspective, she may be just plain crazy or she might be trying to convince you and other relatives that she is special (and may be wanting to get attention). Try monitoring her behavior to determine whether or not she might be psychopathic to a degree or if the behavior she exhibits is behavior that is specifically used for hoarding attention. Look out for conspicuous symptoms and behaviors such as: Irrationality, ticks, extreme anxiety, shaking, etc.
If you take this from a religious perspective (depending on hers and your religion; let's do Christianity, for example), she may have been chosen by God and might be directly communicating with God (and others who have the telepathic abilities) in due for future events (apocalypse, good happenings, etc). I'm not specialized in theology or not too big on religion so I wouldn't know.
To sum this up, if your relative is constantly badgering you on this balderdash, go have her see a psychiatrist and/or doctor ASAP. If you are a religious person, go see your pastor or church head/official first.
For my take on this, I too am accepting of all possibilities (like Kurisu from Steins;Gate) of events that are singular and Sci-Fi like. I find it interesting that your relative thinks she has telepathy or actually does so. However, if she cannot prove to you that she really does have telepathic (ESP) powers, then it is a waste of time to take such claims seriously. Go have her read you and your relatives/friends minds a few times and do a case study on her if you really want to find out her telepathy. Because telepathic (ESP) powers are mostly considered by society as mere Sci-Fi, there probably isn't any statistical evidence that goes into fine detail and is revealed to the public (if telepathic abilities are actually real).
