They're practically a totalitarian govt, so I don't know why you're pretending they're not related.
Do you even know the definition of totalitarian government? Here is the definition:
in which there is only one political party that has complete power and control over the people
from: http://www.oxforddictionaries.com/us/definition/learner/totalitarian
In simple English, it means government has so much power that it can tell you how to live, what school you go to, what job you are going to take, who to marry, etc. Basically people lived as being told by the government.
China had shifted away from being a totalitarian states since Deng Xiaoping took over and implemented social and economical reforms. That was close to 60 years ago.
China in modern definition is an authoritarian state. An authoritarian state is an one-party government in which it has
no complete control over social and economical aspect. Some economical controls are retained, like currency exchange rate, but most are privatized. In authoritarian government, only what is banned is prohibited; you are free to do as you wish as long as government does not prohibit it.
China is nothing alike compared to North Korea. Please do some study on political science before you embarrass yourself.

And despite what you stated, it won't help out Mexico in any way to reinstate capital punishment.
I agree that getting death penalty reinstated in Mexico will be a challenge (too many factors involved).

And no, they really don't. That treatment is usually reserved for those who did commit crimes in the past, not people wrongfully convicted of crimes, again people tend to have disdain towards the Government and not the victim. And if they did so what, your alternative is that they needlessly die or rot in prison because of a broken system.
You clearly don't understand reality. Go ahead and do some research on those who were proven to be wrongfully convicted. None will tell you that society welcomed them back. Just how many people do you think will sit down and do some research to see if that person was wrongfully convicted or not? Fact is as soon as people around you heard you were jailed in the past people are bound to act differently toward you.
I'm appalled people are saying that because wrongful conviction happens death penalty should be dropped. No I'm not saying it is better to let they die or rot in prison because the system failed them. I'm saying doing away death penalty does absolutely nothing to wrongful conviction. Using wrongful conviction to argue against death penalty is a fallacy.

You bring up China, a country that sometimes treats it's people like cattle, as a good example of low crime. There are very few instances were Capital punishment would have been the best route but you haven't named a single instance or reason.
I don't know who drilled the idea of China is treating its citizens like animal into your head but that is something only immature person would say. Fact is crime rate in China is low. Singapore also has low crime rates, and crimes like drug trafficking, kidnapping, and rape are punishable by death over there.
