The responsibility of the gun is with who ever is getting the gun. He/she has the responsibility of making sure nobody else gets the gun in the family the same way an individual has the responsibility to make sure his/her friends or who ever is visiting his/her house doesn't have access to the gun.
Part of the gun license should be training of how to store the gun properly.
Just because a person might know the location of the gun is not good enough reason to force people to be psychologically tested by the government.
