If anything, I think burst into offensive conversion is a good design. Be it damage or meter, whatever.
The main problem with the primer system is the barrier bar, which is supposed to 'manage' it. Practically, only a couple characters have the option to plan their strings out for guardcrushes. I'm a Hakumen player, and the character is pretty much immune to primer taking moves. This leaves the entire barrier bar, even more than for other characters, open to chickenblock my way out of mixup easily. Especially since air throws are generally terrible with the ridiculous teching window. Having a seperate meter for barrier blocking is a
big deal that weakens the game's offense (Unless you're Bang, but fuck that guy.), and I would personally like to see it gone - which means the primer system has to change.
Bursts are way too strong of a defensive mechanic as well. The game has too many points where you can burst on reaction to special moves, and they are just ridiculously hard to punish under certain situations. Again, Hakumen is probably the single one character who has to worry the least about bursts overall, because the character is hella dumb in his current form, but some characters won't ever be able to punish a grounded burst as long as they're forced to block it. I'd go as far as to say that the burst system is one of the reasons why certain matchups in the game are ridiculously one-sided. The possibility to sit on two of them at once and not have to think about actually managing them or having to take a risk of throwing them out is a bad design as well, and I find it very agitating actually. If a character like Jin is not able to perform a strong variation of his corner combo because I sit on a burst and he has to worry about me bursting on reaction to his C shoryuken, which he can't even bait or do anything about, and actually punish him for it afterwards it's garbage, don't you think?
Switching bursts to being time-based as well as the guardcrush moves seem like a step in the right direction to me. I don't know the details or how it'll play out, but I just like the fact that they're changing it for now.
