To answer both your questions; Yes, and yes.
To change local: Control Panel -> Clock, Language, Region -> Regional and Language -> Administrative -> Click "Change system locale" -> Choose Japanese.
You'll probably have to restart. You can look at the new FAQ we have stickied.

I'm sure it set, but I'm asking anyways; You have you your computer set to JP local, right? Also, are you using Vista, or XP? Things tend to work better if you run things as Admin on Vista. Not always needed, but it does help.

Not sure if anyone else had this problem...but it seems that I can't get a hold of part 2....All the other parts downloaded fine but when I got to the mega-whatever site and clicked download it refused to connect and start the download...any suggestions?

It was probably "temporarily unavailable", just try again at a later time.
