Control Panel->Regional and language settings->Advance/administrative-> set system locale to "japanese" , will be asked to restart PC, do it.
If you did already...I dont really know whats wrong sry x_x, because normally blue screen errors like that are caused by system locale not set to japanese...

Look at the post above yours. It's only a month old. Translation is at about 25% right now.
