I wouldn't generalize. I'm a guy and I can't do the whole move with one aim with the other thing to save my life. But then again I'm really not a fan of third person shooters so in my case it may just be lack of interest. The reason it's hard to find female gamers with high levels of skill is because of the few generalizations that can be made. Just like Siblings are pre-disposed to dislike each other, girls are pre-disposed to prefer a lot of different things over video games. Just like siblings, some girls overcome that and are willing to play, a number of them become quite good.
Another thing to note is that unlike guys, an average girls mind is built in a way where they can't close off outside thoughts which distracts them. The average man can literally shut off their mind and focus entirely on the game, the average woman can't. There's always exceptions, I have a woman's brain and can't shut out outside thoughts, for example. At the same time I have a talent for multi-focus thought making me a decent gamer. It really goes into the anatomy of men and women if you look up some studies, I don't know where you'd look though, I heard all this from my professor who I used to game with.
Essentially anatomy says that men are more likely to both enjoy and be good at video games, sorry if I rambled.
