Based on what I've heard around the industry so far it seems that the delay is more focused on the general polish on the details on many of the cars more recently added.
I fear, though, that Polyphony Digital is falling into a rather substantial development rut. A similar situation arose with Duke Nukem Forever, though this situation is obviously much less substantial. PD seems to be trying to release a "perfect" product, which is realistically impossible. I believe the game is done, and can be shipped as is, but the project leaders feel that they need to continue working on the product to add in that "last layer of polish". However, there is always something that can be upgraded, polished, or added on, so following this mindset is rather nonsensical.
Perhaps PD will exit that mindset, have the producers for the game to be shipped, or some other means to finalize the game. If not, it seems entirely plausible that GT5 will fall into the "early 2011" line-up. The perfectionism in PD is costing the studio far more than it will make back in profits from the minor upgrading touches they are applying now.
