No offense, but the .hack//IMOQ characters, save for a few good ones, most of them were basically a copy of .hack//SIGN characters with different personalities. Most of these characters were barely explored. For example, no one really gives a damn about Marlo, whose character design is a copy of Ginkan (Silver Knight), because he's an ass and they didn't elaborate much on his at all. Also, most of them didn't have an overall major role except towards the end.
On the other hand, you spend a hell lot of time with all the different characters in GU, so their initial fronts are not always proven true. I thought Pai would be an overall bitch...a very hot bitch, but nonetheless, a bitch. That presumption was wrong, though it doesn't mean she's perfect. Haseo makes huge strides, along with Atoli. Sure GU's pacing tends to be off and there are a few plot holes, but it's a more interesting approach opposed to the stereotypical hero out to save "The World" from destruction. Couple a great story with a fast-paced battle system and Avatar Battles and it's all good to go.

No, that's Veteran. GU is the pile of crap that resulted from the creation of .HACK//Roots. .HACK//Sign was the original. In fact, all of the games fail pretty hard. It's about .HACK//Sign, and occasionally, .HACK//LEgends of the Twilight.
Actually, .hack//IMOQ is the real focal point of Project .hack. .hack//SIGN's purpose was to set the stage for the four games. I enjoyed the characters of .hack//SIGN a hell lot and the story was great, but failed to hold my attention at many points due to a low content of action. .hack//Legend of the Twilight Bracelet was nice, but only the manga version. The anime version just strayed too damn far to be likeable for me. Either way, it reinforces how .hack//IMOQ was the focal point of Project .hack.
On the flip side of .hack//SIGN is .hack//Roots, which had a weaker story, but more action, so I was always interested. Just like .hack//SIGN, .hack//Roots is meant to set the stage for the GU games. By the time Roots finished, Rebirth was out in Japan for a while, which is why the last episode briefly showed Haseo in Xth Form, along with Skeith.
For anyone who thought that the story of GU might have been weak, all I can say is to check out .hack//Trilogy when it comes out. It appears that they will delve into some elements they could have elaborated on, specifically Atoli. Giving her an AIDA form seems to be a means to make her look good AND develop her character. Same with Haseo, except in an even more badass way. Bst Form appears to be a potential result of AIDA infection and the power it holds is just ridiculous. Unlimited Blade Works anyone?
