13 has been one of my favorite Final Fantasy games. But that criticism automatically applies to 13-2 and Lightning Returns?
Most people were not excited/mad because they were wondering "Why does Final Fantasy XIII deserve a sequel?". This was due to the criticism from the first game.
When XIII-2 came out people were happy the battle system had been improved/fixed, but not all were playing it as some gave up on it because of the issues with the first installment. Some didn't like 13-2 because the whole time travel thing felt confusing to them.
The reason why Lightning Returns is getting negativity, even though it's not out yet, is because a lot of people think Square Enix is running out of ideas and are borrowing it from other previous Final Fantasy games while trying to milk it for all it's worth.
A good example is Lightning's new wardrobe mechanic. Most have said it's no different than the Garment Grid from Final Fantasy X-2 where you have to equip your female party with outfits in order to boost their stats and abilities.
In my honest opinion, it's made some mistakes in the previous titles, but also learned from them and improved upon it. The main thing it comes down to, for any game, is you either love it or you don't. I personally love the games.
Lightning Returns is the last game to end the trilogy and you know what, I'm already awaiting it's release with my pre-order.
