Well, from what I see that check box in the middle is "create desktop shortcut" (I read very basic Jap but I think I got that right).
If that won't fix it... lets see... you said the problem was start menu shortcut, can it be you'r not using an Administrator account and thus restricted from changing the start menu? (Just a wild guess)
If that still didn't solve your problem maybe you got a corrupted file of something? compare file size with people that had no problem installing and playing the game. I'm sure there are more than enough people willing to help here.
