aigis can be played two ways, keep out and going in, her org mode can be problematic for anyone trying to block since overheads can come out much more easier, your problem if your going in is going in and out of ogr mode, A good way to end your combos in ogr mode is to end with a dp, it takes you out safely and knocks your foe away as per keep away play style, you can control the air space with 2b, and some of your other firing tools, but be mindful of your bullet gauge also note that some characters can get through your keep game plan, most notably is brosuke and his ex run, be wary of it.
I love liz, that being said, you want to lame your foes out, well timed lazors and fire can help you control space while waiting to get more sp, on an offensive approach, your 2b will put you in the air allowing you to hit with a jb for an over head, after 5c hit comfirms you can do (214)x2 c for the super grab, in most cases you really only need to lame people out, but teddy, yukiko can give you problems, teddy can teleport on over and do teddy things, yukiko doesn't care about your lameness when she can hold dp and heal to full since it's projectile invulnerable, brosuke can get to you very well, respect his air kunai since he is looking to hit your persona, and 2b his as he comes in, as stated his ex run is going in, so on block you can 2b to punish if he goes for moonsault cross ups. mitsuru is a painful match for you, it is rather tough to keep her out, and once she gets in, it's hard to get her out, it also doesn't help that your dp is techable, you'll have to break out the super lame tactics, watch out for that whip, even on block it's pulling you in.
as per the best character, mitsuru, good normals, good air options, good supers, good damage, good dp, there is just too much good with this character, she has very few problems, most of with are the players fault
