I have played this game at least once a year since it was released. Turn based combat with a completely customizable character (statistic wise). You don't even have to focus on combat if you want, you can sneak your way through the game, or even talk your way through it. You want to beat things to a pulp? Tag melee or unarmed and grab a Super Sledge or Power Fist and crush some skulls. If you want to snipe your enemies from a safe position tag Small Guns and Energy Weapons, find yourself a hunting rifle early on, sniper rifle mid-way through and laser rifle in the later stages of the game. Or if you just feel like blasting the hell out of anything that moves grab the big guns skill and find yourself a minigun, flamer and rocket launcher.
Of course if you've beaten it too many times there's always Baulder's Gate and it's expansion as well as Baulder's Gate 2 and it's expansion, both Icewind Dale games and Neverwinter Nights (which is admittedly 3D but plays like the older 2D D&D games, and has plenty of mods). And then there's Divine Divinity and Beyond Divinity.
If you prefer dungeon crawlers there's both Diablo games (with expansions), Dungeon Siege 2, and Titan Quest (and expansion).
Another couple worthwhile mentions are Deus Ex and System Shock 2 if you're interested in FPS/RPGs.
All those are for the PC, dunno how any of them will run on Vista if that's your only choice.
I'd list some console RPGs but I'm not sure what kind you're looking for.
