If that the case I have uploaded a file at http://www.megaupload.com/?d=1CPVML9I
First unzip it and put the file to the game folder then double click on it.
If the problem still exist go to www.hongfire.com and there will be a solution for you there.

try using applocal for installation should an error still occur after changing regional languages in the control panel to japanese (:
