The file is saved as an .lzh, which is part of the .lha legacy archival format from way back in the 80's, though it's still quite popular in Japan(mostly because it was developed by a Japanese software engineer, if I recall...)
Most standard archival programs (WinRar, which I use, and WinZip) should be able to handle it. If your copy doesn't, for whatever reason, Googling for "LZH Extractor" or "LZH LHA Extractor" should turn up a program that can handle it.
