If this is already a topic, gomenasai. I know there is an underrated turn-based thread, but I want to discuss underrated games as a whole.
One of the most underrated games, I believe, is Gitaroo Man. This game is a gem. It was made for the PS2, and they re-released it on PSP with 2 new songs. However on the PSP version one of the best songs on the game (the 2nd stage; Flying-o boss) is sung in English; it was in Japanese on the original PS2 version. The PSP version sucks.
It has some of the best music I have ever heard in a game. Master Mode in that game was beyond difficult, but I beat the game many times because I played it so much.

Also check this one. It is just purely pressing triangle, circle, x and square in this one. This is on master mode. It gets harder towards the end.
Holy shit, the nostalgia. This game is practically unknown to people, but I absolutely loved it. The story was good, the gameplay was fucking awesome, but the controls were the best.
4 torpedo slots, L1 L2 R1 R2. Imagine your fingers moving to reload and arm. To the 10 year old kid that was me at the time, it was just too much fun.
Too bad it's gone. Since I got my PSP, I've been trying to create a ROM(with the same old CD) to play on my PSX emulator, but it's never worked so far.
Majesty The Fantasy Kingdom Sim was such a fun game. I used to play that thing for hours on my dad's Mac. I was so disappointed when it stopped working on the newer Macs. I had this huge kingdom, it was like, the entire map. So epic, so epic...
I still remember all the most random things about it, like defeating the Lich in 20 minuets, or having a massive rouges guild and having them beat tax money out of the peasants. There was always this one level I could never beat. You had to earn a certain amount of gold in a certain amount of time or these Elves would kill all the village children. I got so frustrated when I lost that one. I was bout 1000 gold away and a couple minutes ago I had launched a huge attack on the elves village(the bitch's)and then the time ran up. Probably the only time I've legitimately gotten pissed at a game.
Heh, when the second one was released, the only thing I could think was "why couldn't you have released this 9 years ago?" Shits getting me so nostalgic.
The Gex Gecko series was heavily underrated. One of the best game series I've played as a kid, along with Crash Bandicoot (the Naughty Dog ones, not the new crap).
Magic, Guns, and Tech Noir? Gotta love it! I have not come across any other gamer who has heard of this game.
Shadowrun on the SNES was one of my favorite games back in the day. There weren't many games like it and it was pretty revolutionary it it's gameplay, and was a perfect type of game for the SNES, before the SuperFX chip became all the hype.
Here's my choice for most underrated game.
I remember most people didn't even bother looking at Jumping Flash when it came out, and even when they did they didn't understand it. I played the fuck out of it back in '95 when it first came out. There were other good 3D platformers, but Jumping Flash was one of my favorites.
Phoenix wright series was seriously underrated outside of Japan, same with dragon quest games. I thought they all deserved at least a 9/10.
I guess visual novel games don't really appeal to the mainstream western gamers.
