I completely manuel system that does not include all OCG cards unlike devpro.
Duelingnetwork have a ranked ladder that you can climb.(something like the ELO system in LoL if you're familliar with that).
Since it's manuel you have to tell the other player what effects you're using etc. This might cause conflicts between you and you'll end up in an argument concerning rulings. If that happends you have to solve it yourselfs Or call an admin. This might take a while. :(
DEVpro:
They update the cards often so you're always provided with the lastest cards from OCG as well as TCG.
There is a ranked system but it's easy to cheat and there is no ladder that you can climb, so it's kinda pointless.

I personally perfer DEVpro when testing decks and am playing to have fun but i do like to play ranked on duelingnetwork to test my abillities.
