Well, if she's at home all day, she won't meet many men, making it so that someone who delivers packages to her home would probably be one of the few men she sees on a regular basis, and someone who delivers packages all day would tend to get pretty buff. I can see how a hunky guy who keeps coming to her door could be attractive to a woman - especially if she's not getting much action with her husband. And it's not like a lot of guys wouldn't be interested if a hot chick came to their door on a regular basis. It's the same thing but with a reversal of genders, and more women are home all day than men.
Of course, there's also the question of whether this is actually a fetish that Japanese women tend to have or whether it's just something that's common in hentai. But it does make some sense when you think about it.
