Looks like a prelude to something, although the ladies might have been featured in one of Toyama-sensei's other works posted on FAKKU. Don't recognize the guy, unless he's a character from a previous work, who had quite an extensive makeover (at least in his outward appearance).

A mystery to be solved probably when Toyama's next work shows up.

Looks like the he's guy who hit on the MC in the story "Mula Mooolah", so it's her at the end getting the pic from her friends and partially recognizing him.

I think you're right. Funny, that dude didn't have to hit on some random girl to get some action. All he had to do is walk around and wait for some bored sluts to approach him.
