As for the Minamino Sazan chapter, it looks we got the data Feb 17, initial TL on Feb 21, script finalized on Feb 25, initial edit on March 13, and suggested corrections given on March 17. It looks like it's been sitting in revisions ever since then, which definitely isn't normal. I'm going to follow up with the editor at today's meeting and see what the deal is. I think it might have to do with a lottery box with loads of text all over it and that box appears throughout the chapter. Assuming the editor chooses to edit it every time it appears, that could be why that chapter's taking a million years.
There are a few examples of FAKKU skipping chapters, with the one that sticks out the most for me being Nishizawa Mizuki's debut in Shitsurakuten 2019-07. That was released on FAKKU nine months after it's release in Japan. In that timespan, four other Nishizawa Mizuki chapters from were put on FAKKU. So skipping releases can happen.
My guess is that either something went wrong with the data transfer with Wani or it's simply buried in the backlog (you'll notice that Shitsurakten's typically take the longest to complete). However, when it comes to skipped releases, I usually take solace that the release will EVENTUALLY come. Might take days, weeks, or months, but it'll come.
