Mizuki-san definitely qualifies as a Sexy Onee-san, who seems to be charmed by (for want of a proper term) "beta" males. Perhaps after their little (a-hem) encounter, Shiraishi-kun got enough of a confidence boost that he can become more assertive - both as the group's manager, and as a man.

He might need that level-up in assertiveness due to Pomu-chan and Arina-chan stumbling upon something that tradition says should not be done between idols and their manager.
