According to dialogue on last panel, the swim team lost because of lack of training ... or rather Sensei might have been training them in (koff-koff) activities other than swimming (if-you-know-what-I-mean).

Conclusion: "Motivation" alone does not always compensate for, or substitute for lack of preparation, even in the H-Universe.
