Noir was always a bit mixed, but it does follow its own namesake after the genre it was named after.
Jin-Roh: The Wolf Brigade had some fucktastic depressing moments.
Wile it is mostly action, Canaan does have its fill of tragedy.
Shifogumi is a weird one, but it does fit as depressing in some ways.
Same with Jigoku Shoujo.
Theres more, but I can;t remember haha.
Most of those aren't outright sad enough. Voices of a Distant Star and Jin-Roh are likely ones that we'll watch. .Hack, Noir, Canaan, Shigofumi and Jigoku Shoujo wont cut it unfortunately.

H20 already has a solid spot on our list. Or not. Time of Eve is kind of dystopic but not enough so to bring me to tears or feel bad.

Don't watch Myself;Yourself, that anime is horse shit. And Elfen Lied isn't really a "depressing" anime either. And School Days is more like a loldoesn'tmakesense anime than a depressing one. Tokyo Magnitude is pretty bad as well, I'd advise you stay off of it.
Do watch all of the others on your list though, and add Koi Kaze to it. Then watch Honey&Clover, both seasons. Then, if you've finished all of those and then still want to bawwwwwwwwww some more, watch Blassreiter.
My friends and I were discussing and Myself;Yourself, Elfen Lied and Schooldays are cut from the list for sure. Tokyo Magnitude didn't even get considered.
Not watching Honey&Clover for sure cause it's too long, doubt we're gonna watch Blassreiter either, though I would like to. I'll have to look into Koi Kaze.

I saw it not too long ago and it definitely has that sad mood, but not really depressing.
Even at the end with Reki's problems and stuff.
