To the topic, No, Boondocks is not an anime and it shouldn't be consider an anime either. This kinda thing would lead it to be an anime. It's not a bad idea to me but it might lead to the door to anime being open to anyone who hold a pencil. When that happens, Shit like "The Adventure Time of Jake and Finn" would be an anime.

but what in your opinion stops it from being anime? the fact that it wasnt drawn in Japan or the fact that the artists arent Japaniese? iv seen my share of anime and animation in japan and let me say that they draw they're share of weird shit too, shit that would make jake and Fin look like the Animatrix, Crayon Shin Chan is a crudley drawn and animated show the only difference between that show and Ed Edd and Eddy animation wise is who it was drawn by, a distinct line between what is and what is not anime could probably be drawn 15 years ago, but in these times anime has become more of a style of art rather than a genre, but thats just my opinion.
