Villains... Really?

As you could guess from the topic gif. this thread is about anime villains... That was a trick-statement... That guy is indeed a villain but in no way would you assume he was given his... (pardon my bluntness) gay apperience and behavior.

Why is it in anime most villains are the weirdest people imaginable!? They don't even seem evil they just seem crazy. I can think of a couple titles that had a great plot and shit but then the main villain appears and I go (-.-) and stop watching it. What is up with Japans idea of villians?

What is up with Japans concept of villains? This guy in the .gif ruined the entire show for me. I couldn't watch it anymore.
