Ash obviously. He uses Jesus-power to capture all his pokemon (I mean how many did he catch due to skill). Furthermore, he's got like a level 1000 Pikachu that easily beats things that's supposed to thrash electric types.

I'd want to say Gary Muthafuckin Oak, but since he's above trainer and is pokemon God I'll go with Paul given the choices.
Paul made Ash look like a noob despite Ash's level 9000+ pikachu. He's the only person even worthy of being in the presence of Gary Muthafuckin Oak.
