I would have to say Gold/Kotone from Gold and Silver. S/He easily handles Red. Easily.
Red has level 88 Pikachu, 80 Lapras, 82 Snorlax, 84 Venusaur, Charizard, and Blastoise.
However, Gold/Kotone still takes them on and defeats them with his/her awesome Pokemon, whoever they may be.
