Who's the most badass villain in anime?

Alright folks, time to face facts; heroes suck. You all know you prefer Darth Vader over Luke Skywalker, and some of the best characters in all of anime are the villains... so who do you think is the best?
My vote goes to Shishio Makoto from Rurouni Kenshin. For those of you who aren't familiar with RK, Shishio is an aspiring dictator plotting to take over Japan. Nothing special, really, until you consider his other qualities.
First off, Shishio is blatantly power hungry and not the least bit afraid to shed the blood of innocents; his creed revolves around the laws of natural selection; the strong live, and the weak die. He isn't one of these sissy villains who were somehow turned to evil, like Sasuke or Anakin Skywalker; Shishio is bad to the bone, and has been throughout the entire time we know him during all of Rurouni Kenshin.
Now the series is set in a facsimile of Meiji-era Japan, and the word ki is used perhaps once in the entire series, so there's no mystical stuff going on in Rurounin Kenshin like there is in Naruto, Ranma 1/2 or Dragonball Z.
In spite of this, Shishio has created a trio of fire-based attacks based around igniting the human fat that has soaked into his blade, allowing for some of the most awesome attacks in the entire series, reason 2 as to why he's so awesome.
Reason 3: He was actually a good deal stronger than Kenshin was, in spite of his defeat. Shishio defeats Kenshin's ultimate attack, surviving the best he has to give out and then countering it... right before his own fat catches on fire and he self-combusts. In the end, the best that the good guys had to offer failed to destroy him; Shishio wasn't beaten until his body gave out beneath his own power.
Reason 4: Shishio has, perhaps, the best closing scene in all of villain history. In the epilogue of the Kyoto arc, one of his servants commits suicide and ends up with Shishio in hell. Shishio promptly tells him that he intends to conquer hell, and you just know that he's capable of it.
If there is any villain in history who even approaches that level of awesomeness, I've yet to hear of him. Or her.

ive never really watched any fighting-based anime like naruto or dragonball, so theres not really any bad guy i know of.
so the worst villain my vote goes to would be Kamineko from azumanga.
that cat scared the fuck out of me back when i watched it, evil to the bone i tell ya.
imagine it biting you.

Its a tie for me between Sephiroth who created the hugest atrocity ever.(killing Aireth out of nowhere) and virgil from dmc3 if he still counts as a villian.

Team-Rocket: Jessie, James, and meowth are pretty bad ass when you look at it. I love pokemon its my favorite anime of all time. They were the most bad ass in the first season. You know when they used to be able to walk into rooms with guns and rpgs. *screw you 4-kids screw you!*

Also, it is totally Evangeline from Negima! Sure, she doesn't stay a villain, but she is undefeatable.

JENOVA killed Aireth. Sephiroth is in about 4 sceens in the entire game. The rest are all clones made and controlled by Jenova. The main villain wasn't even Sephiroth it was a mix of Hojo and Jenova.

I like my Gundam villians. Char is a highly sympathetic anti-hero and Rau was nicely insane.

Hmm i really need to go finish that game. I quit after my 2nd cd broke. only got up to the snowboarding part...
And Sephiroth might count as a anime villian cause hes in a movie and a ova. As for Vergil i dont even know if hes in the DMC aniem cause i havnt finished watching it but i see your point.

not really anime but i think Dio from Jojo's Bizarre Adventure (manga) is one of the most evil villains i've ever known (plays dirty at boxing by thumbing and put Jojo's pet dog in a box and have it burned alive)
and Dio looks badass in a certain game by Capcom

but it's worth noting that Kenshin was using a reversed-edge sword when he used his best attacks... but Shishio wasn't in a very good condition either...

A fairly good point I suppose; if Kenshin had been wielding a standard katana he'd have sliced Shishio right in two.
For that matter if Kenshin had been wielding a standard katana, his first attack would've been faster (remember, the sakabato is ill-suited for battojutsu, as Jin-e pointed out), perhaps faster than Shishio could've reacted to.
Still, Shishio was tough enough to take an Amakakeru Ryū no Hirameki in the ribs and keep going, even if it took him a minute or two to get his wind back. I'm pretty sure the same attack put Yukishiro Enishi down for the count in the Jinchu story arc, and Enishi is arguably the only character in the series (Besides--maybe--Sojiro) who can match Shishio in terms of power and skill.

Gendo's the epitome of evil, no question there, but he doesn't really qualify as being all that badass to me. I dunno, maybe I just don't know what constitutes badass any more...

For me it's gotta be Aizen from Bleach everybody pegged this guy for a pushover when the show started and then comes out of nowhere to screweveryone over... also he beat Hitsuguya in bankai with one stroke and he wasen't even in shikai.

No body knew he was a bad guy and his plan just surpirsed the shit out of everyone.
He killed all those people in the Spirit world council (forget the name) without any word getting out and basicly ran all of soul society.
had his vice captain rapped around his fingers, and still does. she's brainwashed man.
He took over Hueco Mondo, created a super race of Hollows, and is planning on destroying a city and the spirit king.
thats what i got off the top of my head, may be other details i cant think of.

i'd like to point out that Shishio is in bandages
if Shishio matched Battousai's strength before, then that means Shishio also gets handicaps like a time-limit besides having some nice flashy moves

Aizen's badassness is controversal. He has that illusion power, so the thing that he manipulated everybody wasn't so hard. Also, he could use very strong techniques and make them up as regular attacks for intimidation, though I seriously believe he's as strong as he seems - or even more.
There's also Naraku. He's so good at runnin away from the fight that it makes him nearly unbeatable.

He is definitely one of the anime villains that I consider to be badass, not because he manages to flee everytime, but rather, his ability to manipulate others. More often than not, he gets someone else to do the dirty job for him while all he has to do is reap the rewards.
A villain whom I consider to be on par with Naruku would be Rau Le Creuset from Gundam Seed. "This is mankind's dream, mankind's desire, mankind's destiny! To be the strongest, to go the furthest, to climb the highest!" Not only is he an excellent pilot, his charisma has managed to manipulate others, including Chairman Zala.
