no, scepter on balanar doesnt do that >>; his vision is wider at night naturally. His vision during the night is a normal hero's vision during the day, and vice versa. Which means he sees better at night, but his eyes suck during the day.
What scepter does is that it allows him to have "flying vision" which means he can see through trees, and its impossible to juke balanar =o
