I'm not. I can't seem to get excited over panchira, bath scenes, or clothes-tearing scenes. There has to be a certain mood before I feel like that at all, kinda like the characters have to be turned on before I can be.

I suppose it is the mood, and what you define as ecchi. What lead me into hentai to start with (apart from games and anime/manga of course) was erotic novels, so I suppose I want the mood even more then the visuals.
However, if we talk about the 1 second panties flashes, or taking a bath then no.

Nah. Ecchi gives off the wrong vibe. Hentai, you get the feeling that they're gonna have sex long before they actually do, but ecchi just feels like it enjoys teasing you.
If anything, Ecchi in my plot annoys me, unless it fits.

As for ecchi to be a "turn on", it HEAVILY depends on the subject and his/her particular fetishes. My "turn on" ecchi has the stereotypical tsundere that has way too many physical accidental ecchi contacts with the usual male anti-hero with lots of almost nude shots and a bit of accidental groping. (Love Hina, Negima, Plastic little, Ranma 1/2 anyone?)
Ecchi does turn me on sometimes. After constant exposure to hentai, common ecchi scenes, such as pantyshots and accidental breasts-grabbing, are now seen as a natural part of anime and manga. On the other hand, lingerie if drawn or animated beautifully can still be stimulating.
Some claim that Kanokon is overdoing the ecchi-ness factor, but in my opinion, it is a unique case, since it is setting down a precedent on what can be shown on national television.
No, ecchi actually really annoys me 99% of the time. It feels kinda gratuitous, staged, and cliche -- there are only so many pantyshots I can take before the back button is calling to me. ;\ Once or twice in an episode is alright, sometimes even good, but any more and I've lost all respect for the females in it.

it truly does depend on the mood, and obviously the personality of the character. But the "ecchi" sorta loses its effect on us once we are exposed to hentai. It becomes very annoying. Nowadays, even i can't stand watching ecchi animes, for example Kanokon and Amaendaiyo (not sure if i spelled it right). I'm not saying it doesn't turn me on nemore, just depends if it was done on purpose or not.
