Yes. You can only adopt up to 8 loli/shouta. From August 1-August 6th, those who adopted before, get first crack at adopting, called readopting. From then on, it is first come first serve, with up to two adoptions per round.

Could you give me an example, please, of a Japanese name? I think I know how to put the names, but not entirely sure, as some put their first name first.
