I had this save on my laptop for sometime I just need to add name's, pic and find out how to do gif part.

On the gif, you could find/make the glow, and put it on a layer over the rest.
As for making, maybe make a rectangle, blur the edges, make it slightly transparent....

I've messed a bit with PS, not in months, but that's what I think he did. On a superficial/simplistic way ofc...
