I don't know either. Sometimes it works with X+Y+Up+Right or A+B+Up+Right but not always, probably because requirements haven't been met to declare.
Not quite. You can change it in the profile section. I just had it set to those. It looks like declaring is a 3 button combination. X+Y or A+B and a direction and something else should do it. That said, there's 10 total buttons but the game only takes up to 4 so you're looking at around 6000 permutations of keys. Start button mashing and you'll find it.
