I personally believe Fires of Hokkai is a theme used to describe the arrival of long-awaited messiah, which is perfect in that sense due to the sheer intensity and the fact that all the opposing fairies throughout the stage moved as if they were restricted to a specific formation. Cosmic Mind, on the other hand, might be a bit too gentle for boss-theme, especially as a follow up to Fires of Hokkai. However, let's not rule out that Cosmic Mind is Byakuren's theme, a gentle admirable monk with unpleasant background.
Just like how Fires of Hokkai complemented the messiah element, Cosmic Mind also did well to emphasize who the final boss was. It doesn't necessarily always have to be intense.

Its better when its intense though. Kanako has great remixes (I dont remember what the actual stage music sounded like) befitting of beating up a god. Okuu uses nuclear fusion which is equally as scary, albeit more scientific, as a god to beat up and has good music. Miko didn't feel like a battle at all, the way she is and her music only made it seem like she wanted to see if your opinion has any value; a test of sorts.
Byakuren's doesn't fit. It supposed to be dramatic and invigorating but that isn't how it goes. The spells are a pain in the side but the most visually appealing between MoF and TD. Fires of Hokkai does a better job describing the spells, premise, and pace of the battle.
Cosmic Mind should have been the main stage song: "you've made it this far. Don't give up yet". Given the ease with which you can UFO back lives and bombs in the main stage and Nue's free full power bonus its like you have a mentor in your corner.
Fires of Hokkai (modified) should be the boss battle song: "my power is so strong you can only admire it before dying". The first times I played Byakuren I took some time to watch Devils Recitation and Flying Fantastica because they were too good not to look at. I have done timeout runs just for the purpose of looking.

Even though Eiyuu has likely as many faces as touhou, getting freight-trained by a cast of characters is much harder to deal with compared to taking 4 or 5 every year or 2.
