Article#38 : Yuuka Kazami, Flower Master Of The Four Seasons

As stated in the Perfect Memento, she is the manifestation of nature. But unlike fairies, she is way too dangerous and can be considered one of the strongest Youkais who resides in Gensokyo. Given a calm and elegant demeanor, She can be pretty offensive and intimidating at times, causing her unlucky opponents to fled.
One of many examples that we shouldn't judge book by its cover.
But really, what makes her the strongest ?
Let's just enjoy the fact of her first :

Cover Told You Nothing : She is usually active in a place surrounded by flowers, and seems peaceful at first glance but is merciless towards other creatures.
Moe : ZUN said so.
Berserk Button : Those caught disturbing her flowers have a nasty habit of never being seen again.
Kamehame Hadoken/Wave Motion Gun : She's the original wielder of the Master Spark. Yuuka's version tops Marisa's - it is an attack that covers almost the entire screen leaving very little room to dodge it. Oh, and she can clone herself to make a two-way Master Spark (Dual Spark).
Parasol Of Pain : She always carries a parasol (though it is actually a flower that never withers). She used to use it to cast Dual Spark. Heck, It can even block danmaku.
Continuity What? : It's impossible for normal humans to exterminate her, and it's unclear if even the Shrine Maiden (Reimu Hakurei) has defeated her.
Stronger With Age : One of the most powerful beings in Gensoukyou, purely as a result of being around for so long.
Why So Serious? : Rather than relying on youkai abilities or magic, she often performs overwhelming physical attacks. One can enjoy her battles as it's basked with beauty and elegance as long as you are not involved.
Daredevil : She doesn't feel an atom of fear when fighting humans or youkai, and loves rubbing people the wrong way.
Foxy Lady : In Phantasmagoria of Flower View she says her previous creepy claims were just teasing, but it could go either way.
Say It With Hearts : Much of her dialogue in the PC-98 games. Yuuka : In a few hours, you'll become a mist of atoms. ❤
Not Even Gardener : The ability to manipulate flowers consists of being able to make flowers bloom, shift the face of sunflowers towards the sun, or make withered flowers bloom again and such.
What Kind of Lame Power Is Heart, Anyway? : In a world where even the weakest powers get some kind of powerful application, Yuuka's ability to manipulate flowers is exactly as weak as it sounds. She still manages to be one of the strongest beings in Gensoukyou regardless.
Mighty Glacier : Relatively speaking, with the slowest move speeds in Phantasmagoria of Flower View but very high charge speeds. Closer to a Glass Cannon, as defense is entirely based on dodging.
Act Like Your Own Kin : Youkai-like Youkai.
Nice Knowing You : Dominating the majority of Touhou pics in pool "Nice Knowing you" for obviously obvious reasons.
Ensemble Darkhorse : Yuuka's only significant post-PC-98 appearance was in Phantasmagoria of Flower View (in 2005) and had no role in the main story. Despite this, Yuuka managed to place 3rd in the 8th Annual Popularity Poll (in 2011).

Interestingly, as if supporting the claim to its highest form, Kazami Yuuka, in anything she is in where there are stats involved, stresses the fact that she is indeed a mighty glacier.
Touhoumon - Epic HP, ATK, SP.ATK, DEF, and SP.DEF but her SPD is THE WORST IN THE GAME
Pocket Wars - Increasing her DOD stats increases the number of required points to increase it by an average of 2000 points per add; that's more than trying to increase Aya's ATK. However, nothing can rival her attack power with a support skill that increases attack power and hit rate by just below 50% and a spellcard that hits for 300+% power. To add to that her recovery speed is so strong that you could prime the Dual Spark by recharging the support card
Sengoku Gensokyo - Yuuka's SPD is the worst. Period. Heck, Kaguya can move faster than her. But she can deal massive damage in one attack at any range
Touhou Labyrinth - Same thing, although her ATK stats are HUGE
Those are just some examples anyway.

Reimu is part of the Hakurei bloodline - a pure human family. Rinnosuke is half youkai.
And even if the Hakureis weren't entirely human, if it had youkai blood in it wouldn't it make sense that Reimu'd be part-youkai? Knowledge goes that Reimu, Marisa and Sakuya are entirely human though Marisa has a chance of becoming youkai herself.

Exactly.
If we assume that the traits for Youkai are genetically recessive, there's a very fair chance that they didn't get passed on in a mixed child. Perhaps being 1/4 Youkai is not enough to bring out the traits. She might still have them, but they're "dormant".
And it might explain her outrageous magical ability - normal humans like Marisa actually have to work very hard to attain magical powers at all, yet Reimu can simply do it, no training involved.
Then again, I don't believe in something called "Touhou cannon".
