It looks more like an example to explain what he means, probably no relevance to the rules for the next game. As far as I can tell fate stay night and all it's offshoot shit is one source, just as Monogatari would count as the one source you would not be able to claim Senjougahara and Kagenui regardless of where/when they appear in the series.

Seems like the rule pertains to Universes rather than series then. Would that mean if one claimed Makise Kurisu from Steins;Gate they then couldn't then claim Frau Koujiro from Robotics;notes or Sena Aoi from Chaos;Head despite all of them being from distinct series that just so happen to be set in the same universe?
This is just my thoughts but I think that what you said wouldn't be an issue with that rule. I have seen all of Steins Gate and although I never watched all of them I have seen a couple episodes of Robotics Notes and Chaos Head. I fail to see how the three are related. If there is some super subtle relation that really doesn't even matter then I don't see how that would prevent you from claiming from each of them. When it comes to the Fate series I can easily see how all of them are connected so that makes it seem like they are all the same. This is not so with your example
The fact still stands, all the series I mentioned take place in the same universe, thus seem to fall under the umbrella Waar proposed despite being completely different series. Also there
are subtle links within the Series and Visual Novels that
do matter e.g. committee of 300, SERN, certain characters. Some Fate series don't even take place in the same universe as other fate series but under this umbrella would still be considered the same series.
I just want to make what is considered the same series clearer.
