Being evil doesn't make a character yangire. The perfect example of a yangire would be Ryuguu Rena from Higurashi. A yangire just has the traits of a yandere, but snaps out of jealousy. It's not really love.
I'm just talking about amoral, those who don't have the same moral or a twisted sense of morality (defined by a community mind you). A Yangere doesn't need love, but two yangires can do things together for just wanting to or a shared belief. Neither jealousy nor love is needed. They just want to.

On the Ayase subject, this is what I know. In the psp game
, she is Yandere towards K. (I'm not even going to try to spell his name so I'll call him K.) In the first game it more's towards the end as she develops stronger feelings towards K, and if you select the wrong option she kills you. The Sequel is a better example, it's not translated but from what I've read from summeries and such, it continues off from 1 and Ayase and K are dating. If you make any wrong choice, she will kill you, for being more intested in other girls and etc. With all this it, seems here Yandere meter with Kirino, was transferred to K, but she still has strong feelings for her.
Though this is non-cannon though, but a lot of the story was written by the original author.
Cannon wise so the anime/light novel. I'll try to not spoil the story.
So far, through 1 season and 4 episodes of season 2, she has had some screen time, but Yandere side, one would say is weak, or not fully developed. You do see Yandere tendency's, like the eyes, the why you ignoring me?. Episode 2 of season 2, shows more of Yandere side. (I'd even kill Kanako)

Now while she fits the first part, the target of her affection is unique. The target of her Yandereness right now is Kirino but her true feelings are shifting towards K. Her arc in the novels happens later, so anime wise we won't see this for a while. As her affections shift, some of her yandere does shift as well. But this is still watered down Yandere. She actually doesn't be honest with her true feelings towards the very end, so if she does have a full blown Yandere side, it's won't really show as, Volume 11 was backstory and the final volume is well the conclusion, which has yet to be released.
Ok I know I typed a bunch of random garble but, that's what I know and feel. So in

non-cannon, Yandere towards K all the Way, as the story progressed. Cannon wise, some Yandere tendency's towards K, though not enough time for her to go full yandere, and depending on the ending, well if she wins, she'll probably go full yandere eventually but that's speculation.
I would consider her yandere, not on the higher levels with Miria Nikki, but on the lower levels for the moment.
