it would be nice to know the graphics-card and the cpu.
everything else in the computer don't take that much power.
but after reading your awnsers i think i have found the problem... the psu is probably to weak to power your system.(but i can't say that for certain untill you post your specs)
that problem could be solved in ways:
-underclock the cpu. and the graphics-card(gpu). and lower each volt in the bios.
-buy a stronger psu(at least 400watt)
-unplugg the things you don't need inside the computer.extra fans, memory readers, dvd/cd players and all the things outside the computer that you don't need.(weird usb devices)

300watt. What are you running, a 667mhz system? Mind you, that'd be more 150watt. My server... 600watt, I think. Any lower, the drives wouldn't spin up.

oh well, my gpu is nvidia geforce mx4000 and my cpu is intel celeron.... my pc is very old... but its performance is quite good... and mine is only 1.7ghz
