Sorry, I misinterpreted your question, Official dakimakuras are always manufactured by companies who license corresponding anime franchises like cospa for example.
Doujins on the otherhand are done mostly by fans. Typically these are released during comiket and sometimes available via web order.
The main difference is that licensed dakimakuras always have restrictions on how the character is depicted, depending on the franchise, the most they will show is nipples but not genitalia.They have very choices when it comes to fabric where it's normally smooth knit or polyester suede. 2WT Lycra is picking up though.
Doujins are unrestricted by most will still conceal genitalia, there are a small handful where they will draw completely uncensored artwork, which is the kind that I love most. Coincidentally, these uncensored dakimakuras are extremely popular, and they fetch a high price in auctions. Furthermore, they come in a large variety of materials, nowadays most are made from 2WT/2WT Lycra or 2WR. And currently, only one doujin circle uses 4WT, undeniably the most durable fabric.
Now about bootlegs, these normally are knockoffs of both licensed and doujin dakimakuras, their print quality will almost be assured to be less colorful and detailed as the original. And they are always made with peachskin polyester because it's one of the cheapest fabric currently. In short, it's pretty much : "what you pay, is what you get".Look back one page and you can see comparison photos which I put up.
