I think I get what you're talking about.
It's like the motorcycle in the trailer. In the original Dragon Ball, they had capsules, and they would just *POOF* and appear, but in this movie, the stuff transforms for the sake of looking cool.
Wait, that's not what you're talking about, is it? Are you talking about how in Dragon Ball, the cities looked futuristic, but in this movie, it looks like a modern day city? If so, I agree that it's a bummer, but this movie is supposed to take place in our world, I think. It's stupid, but that's the way it is.
Also, what the hell is up with the name of this movie? Dragonball: Evolution. Adding "Evolution" is supposed to mean something? What the fuck ever.
